Personality and Qualifications

1. Must be at least 22 years old (OOC), no gender restrictions, and have lived in the country for more than 1 month.

Prohibited Rules

1. Favoritism or bias in providing benefits to any particular side is considered a maximum-severity offense (provided it can be proven factually).
2. Avoidance or running away from problems is not part of this agency's core practices.
3. Creating problems instead of solving them is considered a work failure and violates agency regulations.
4. Using organizational resources for personal benefit or cronyism is a severe rule violation.
5. Rules must be followed, but always within the bounds of humanity and goodness — there's no need to be rigid.
6. Do not share internal organizational matters with relatives or acquaintances.
7. Must have excellent manners and demeanor, and not behave in ways that could cause others to hate or feel uncomfortable.
8. Know self-control, understand boundaries, and maintain the organization's image.
9. Listen to all sides, but remain impartial in decision-making, adhering to High Agent principles.
10. Prohibited from using High Agent authority while off-duty. (Penalty: Level 1 Disciplinary Action)

High Agent Operational Procedures

1. Must connect to the radio (communication channel) every time on duty.

   Penalty : Warning - Disciplinary Action

2. While on duty, kidnapping civilians or playing with gangs is strictly prohibited (F9).

   Penalty : Warning - Disciplinary Action

   Staff Admin and High Agent decisions are final

3. While on duty, all High Agents must dress properly in the designated uniform (Suit, T-shirt).

   Penalty : Warning - Disciplinary Action

   Staff Admin and High Agent decisions are final

4. Altercations or arguments within the High Agent agency are strictly prohibited.

   Penalty : Dismissal for both parties

   Staff Admin and High Agent decisions are final

5. Obey and respect colleagues.
6. Fighting or brawling within the High Agent premises is strictly prohibited. Failure to cooperate will result in actions according to regulations.

   Penalty : Maximum fine of $3,000,000 and 1-hour imprisonment

Agency Authority and Penalty Provisions

1. Can announce fines for civilians who commit offenses.
2. Can submit warning card requests (Yellow/Orange/Red) to the Prime Minister's Office for consideration and announcement.
3. Can submit requests for weapon tier demotion for serious offenders.
4. Can coordinate with Police to confiscate weapons from offenders.
5. Can hold bodies or neutralize civilians who commit offenses without legal penalty (in accordance with Medical and Police agency operating procedures).

Penalties for High Agents

1. Level 1 Disciplinary Action: Fine of $100,000
2. Level 2 Disciplinary Action: Fine of $200,000
3. Level 3 Disciplinary Action: Fine of $300,000
4. Maximum Disciplinary Action: Dismissal from High Agent
