HIGH AGENT is an agency under the direct authority of the Prime Minister's Office, with authority second only to the Prime Minister's Office. It is an agency aligned with the Police and Medical departments, but also supports and listens to civilians and civilian groups.

Personality and Qualifications for the HIGH AGENT Role

  1. Must be at least 22 years old (OOC), no gender restrictions, and have lived in the country for more than 1 month
  2. Must have good analytical thinking and situational assessment skills, able to solve problems on the spot
  3. Must speak clearly and articulately, without hesitation or mic-cutting
  4. Must not be affiliated with any guild or family in the country
  5. Must be able to control emotions and use authority correctly for the common good, not for personal benefit or any particular side
  6. Must have excellent knowledge of Passion Community rules and regulations, and be able to recall rules at a reasonable level
  7. Must have free time and be able to work and maintain operations within the country at least 4-5 days per week

Job Responsibilities

  1. Oversee, manage, or serve as a consultant for civilians and civilian groups within the country
  2. Organize activities for civilian groups, including guilds
  3. Primarily protect the rights of civilians and the country
  4. Resolve problems that arise between Police, Medical agencies, or civilian groups
  5. Assess, negotiate, or evaluate the value of a given storyline
  6. Distribute welfare benefits to various guilds, including checking member lists
  7. Update and maintain member lists of various civilian groups and guilds
  8. Support Medical and Police agencies in kidnapping cases or storyline cases
  9. Develop content plans or storylines related to civilian groups

Prohibited Rules

  1. Favoritism or bias in providing benefits to any particular side is considered a maximum-severity offense, provided it can be proven factually
  2. Avoidance or running away from problems is not part of this agency's core practices
  3. Creating problems instead of solving them is considered a work failure and violates agency regulations
  4. Using organizational resources for personal benefit or cronyism is a severe rule violation
  5. Rules must be followed, but always within the bounds of humanity and goodness — there's no need to be rigid
  6. Do not share internal organizational matters with relatives or acquaintances
  7. Must have excellent manners and demeanor, and not behave in ways that could cause others to hate or feel uncomfortable
  8. Must know self-control and understand the boundaries and maintenance of the organization's image
  9. Listen to all sides, but primarily rely on your own judgment and your advisors
  10. Protecting the country's and citizens' interests must always be the highest priority

Operational Procedures

  1. High Agent cannot intervene in storylines like Agent, Medical, and Police (cannot shoot tires, cannot go down and fight)
  2. High Agent's duty is only to transport or support persons who have spawned from wraps (can transport bodies back to the hospital)
  3. High Agent's duty is only to patrol and observe persons violating rules
  4. However, if a storyline has problems or escalates beyond control, High Agent can intervene and suppress the situation as appropriate

HIGH AGENT Curfew Announcements

Green Code A Green Code announcement declares the area as a Safe Zone — all physical harm or fighting of any kind is prohibited. Violations will result in penalties ranging from fines to warning cards from the Prime Minister's Office.

Orange Code An Orange Code announcement declares the area as an Orange Zone — fighting is permitted without any consequences from storylines or post-incident claims.

Red Code A Red Code announcement declares the area as a Red Zone — this is a warning that the High Agent agency will bring heavy weaponry to suppress incidents. If the behavior does not stop, the Agent agency can impose maximum penalties.

HIGH AGENT Penalty Provisions

  1. Can announce fines for civilians who commit offenses
  2. Can submit warning card requests (Yellow/Orange/Red) to the Prime Minister's Office for consideration and announcement
  3. Can submit requests for weapon tier demotion for serious offenders
  4. Can coordinate with Police to confiscate weapons from offenders
  5. Can hold bodies or neutralize civilians who commit offenses without legal penalty, in accordance with Medical and Police agency operating procedures
