Police Rules

Police Duty Procedures

  1. When police request a body search or ID check, they must first ask the citizen's permission and provide a preliminary reason.
  • If there is reasonable cause that the person is acting suspiciously (e.g., wearing a face covering, suspicious behavior), officers may search immediately (inform before searching).
  1. If a suspect is found in a high-risk or illegal area, officers may handcuff and search immediately without permission. (However, officers must communicate/inform the person first — not silently handcuff and search.)

  2. When police receive a report (e.g., robbery, cement theft, wire theft), citizens in the area must cooperate with searches or questioning about suspects (e.g., what they were wearing, what car they were driving).

  3. When drug sales are rejected, police don't need to turn on sirens when entering the area — except when they spot the suspect, then sirens must be activated immediately for arrest.

  • If the suspect is found locked/frozen in place, officers must wait until the suspect gets in a vehicle to flee before pursuing. Officers cannot arrest during the lock state unless the offense occurs in plain sight.
  1. When police receive a report (e.g., cement theft, wire theft, drug sales, robberies, or other illegal activities) — except for drug sale rejections — officers must turn on sirens every time when entering the area. When off-duty or without a case, absolutely do not turn on sirens for fun.
  • When patrolling or without a case, sirens are not required.
  1. After capturing a suspect, before sending them to jail, officers must announce all charges and provide details of each fine bill and imprisonment time.
  • Officers may reduce sentences at their discretion (reduce imprisonment time only, not fine bills).
  1. When a suspect is arrested and asks what they are charged with, officers must clearly state the charges and penalties.

  2. Promotion from Police Cadet to Sergeant requires 5,000 minutes. Sergeant to Lieutenant requires 15,000 minutes.

  3. All officers on duty must be on the police radio at all times. Out-of-game communication is strictly prohibited.

  4. All police officers may only carry: baton, flashlight, taser, and personal weapons.

  • Shotguns may only be used in severe situations such as attacks on officers or Rebel zone raids.
  • During curfew or severe incidents (e.g., attacks on police), officers may use all personal and agency weapons.
  1. Police on duty must wear the uniform designated by the Police Commander and use agency vehicles only.
  • If citizens see police wearing civilian clothes or driving non-agency vehicles on duty, they may file a complaint on Discord.
  1. Agency personnel cannot perform illegal work (drug sales, cement/wire theft). If caught, penalties are doubled (X2).
  • They may purchase from citizens.
  1. Any police officer who neglects duty or intentionally fails to perform duties will receive probationary punishment.
  • Disciplinary action, and if repeated, referral to the Police Commander for dismissal.
  1. If a suspect summons is issued within the specified time and the suspect doesn't appear, it immediately converts to an arrest warrant.
  • During an active warrant/summons, the suspect cannot leave the country until it expires. If there's an urgent need, notify before leaving.
  1. Suspects with active arrest warrants must report on Twitter every 1 hour until the warrant expires.
  • Reports must specify which round (e.g., "Roger, reporting in — Round 1").
  1. If the warrant is about to expire but police spot the suspect first, they may arrest immediately as the warrant is still active.

  2. If the warrant expires but police haven't announced cancellation, citizens should dispute immediately for their own benefit.

  3. If a suspect flees into the Rebel Zone, police will switch to lethal force immediately.

  • Police may use all weapons — both agency and personal.
  1. If a suspect is knocked down by a Tracer or Pump Shotgun, the player must not use any bug or Emote to get back up and continue fleeing.
  • This includes suspects who are arm-locked — sliding (Shift+H) to escape is prohibited.
  1. F12 screenshots can be used as evidence, except when unconscious.
  • This includes line of sight direction — if the event occurred behind you but you took a forward-facing screenshot, it cannot be used. Real-world logic applies.
  1. If a suspect being chased has a nearly destroyed vehicle and drives into a repair shop, police may shoot to arrest immediately.
  • Exception: If the suspect has escaped police line of sight, they may enter a repair shop.
  1. Suspects performing illegal work must park their vehicle within 2 car-lengths of their position (police visual judgment is final).
  • If exceeded, police may arrest immediately.
  1. Police must be on duty for a minimum of 3 hours per day.

  2. Before police go off-duty or close the station, or during server restart, all officers must sign off duty first.

  3. Police must activate sirens immediately upon accepting a case.

  • If police encounter an offender or drive past one, they may activate sirens and begin pursuit immediately.
  1. If police see suspicious individuals near the police station, they may request a body or vehicle search.

  2. If police refuse to go off-duty and then leave/re-enter the country, any bugs or missed duty benefits will not be compensated (except game crashes).

Curfew Zone Declaration

Two codes are used:

Yellow Code 🟨: Used when a gathering or assembly of many people is found or reported, with signs of potential violence. Officers should be sent to investigate and establish a curfew zone upon confirming the gathering. Then activate sirens and clear the area to disperse the assembly.

Red Code 🟥: Used in severe situations such as robberies, hostage situations, kidnapping, large-scale violence, and violence against government agencies. Police officers must neutralize only those within the curfew zone.

  • After a curfew is declared, if citizens violate it and get injured, officers are not responsible — as the declaration was made clearly.
  • After a curfew is declared, fights within the zone that result in arrest will be prosecuted with no exceptions.
  • Yellow Code: Officers must negotiate and attempt to disperse first.
  • Red Code: Police may use lethal force immediately.

Police may choose NOT to establish a curfew zone (capture alive), but cannot use shotguns or revolvers.
Exception: For wrapping cases, police must establish a curfew zone if more than 10 people are assisting.

Police Disciplinary Penalties

When a police officer commits an offense — whether from complaints or self-admission with supporting evidence — the following penalties apply:

  • Discipline Level 1: Fine 100,000$ + 60 minutes imprisonment
  • Discipline Level 2: Fine 150,000$ + 120 minutes imprisonment
  • Discipline Level 3: Rank demotion
  • Discipline Level 4: Yellow Card 🟨
  • Discipline Level 5: Dismissal from the agency
  • Severe Discipline (Corrupt Police): Penalties range from character reset to permanent Whitelist removal

Police Vehicles for Undercover/Gray Cases

  • R1: Maximum 1 vehicle on active duty
  • C7: Maximum 2 vehicles on active duty (any rank can drive)

Helping Suspects Escape

  1. Rescue/escape assistance requires at least 10 police officers and 0 medics online to help suspects escape, including ramming police vehicles.

Additional Notes

When witnessing an offender, police must notify Admin immediately with:

  • Description of the offender
  • Or attach dashcam clips/photos as evidence for review

  1. If a helper both rams police vehicles AND picks up the suspect in the same vehicle, and is caught, they will be charged with obstruction of police duty.

Suspect Chase Rules

  1. For a single case chase, the following resources are available:
  • Maximum 3 vehicles
  • Maximum 6 officers
  • Maximum 3 officers per vehicle

(This limitation does not apply for rescue/assistance cases)

  1. If officers arrive at the scene and find suspects actively committing illegal acts (cement theft, wire theft, drug sales), they must give time for suspects to get in vehicles and start moving before shooting.
  • If officers arrive and find suspects working and no vehicle within 2 car-lengths — police may arrest immediately.
  1. Once all 4 tires are shot out (no need to wait for tires to fully shred), police may shoot suspects off the vehicle or begin ramming.
  • Parking to block or chasing must maintain at least 2 car-lengths distance.
  • Fellow officers may scout by following in a vehicle, but must maintain 2 car-lengths before joining the arrest.
  1. Police must NOT shoot fleeing suspects from inside a moving vehicle. Officers must drive ahead to block or exit their vehicle and chase on foot to shoot.
  2. Officers must use a taser first (1 shot) before they can spear-tackle and arrest.
  3. Absolutely do not ram civilian vehicles. Citizens may request a TAKE 2. However, if it's an over-control collision, it depends on visual evidence and officer discretion. If the chase goes uphill and a collision occurs, it's immediately considered over-control — unless the officer intentionally rams, which warrants a TAKE 2.
  4. During a chase, if the suspect calls friends to help ram, officers may ram back immediately. Officers may ram both the helpers and the fleeing suspect — officers stop shooting tires immediately (officers may shoot tires OR ram).
  • Police may use maximum force: call unlimited backup officers, shoot suspects off vehicles, or ram immediately.
  • In this scenario, police may shoot helpers off their vehicles as well as the original suspect.
  • If police feel threatened by a third party during a chase (e.g., helpers driving alongside or blocking to cause crashes), officers may shoot tires to eliminate the risk.
  • If the suspect switches vehicles or has friends pick them up, police may shoot the suspect on the vehicle immediately.
  1. If a fleeing suspect's vehicle clearly flips on its own, officers may allow them to flip it back (at the officer's discretion).
  • If the suspect's car flips and they request to continue, police may immediately shoot 1 tire, but the suspect cannot request repairs.
  • If the flipped car cannot be righted, the suspect may Shift+E but must give police 1 tire. If the suspect evades, police may report to staff immediately.
  • If the car is stuck and cannot move, police may use a shotgun to shoot the suspect off the vehicle immediately.
  1. After losing sight of the suspect for 3 minutes, the case is dropped. (But if the suspect is spotted within those 3 minutes, the chase may resume with immediate search rights.) If the suspect's vehicle with an active case is found, police may immediately shoot 1 tire and announce the vehicle is still under investigation.
  2. If a suspect uses a vehicle to block an entrance, police may walk up to arrest, drive the vehicle away or impound it, and proceed with charges.
  3. For offenses committed in plain sight of police, officers may arrest and charge immediately — at the officer's discretion whether to allow escape or not.
  4. For water chase cases, when citizens flee into water, police may carry them in water immediately.
  5. If a suspect's vehicle flips, police will shoot 1 tire and let the suspect continue fleeing. Exception: severe cases such as friends helping (blocking or intentionally ramming), attacking police, or assaulting agency personnel.
  • In severe cases, if the suspect's car flips, police may shoot all tires.
  1. If a suspect flees into the Rebel Zone and attacks police — if police win, they may only arrest and charge the original suspect who was dragged from outside. Others inside the Rebel Zone or those helping will not be charged.
  2. Suspects fleeing from illegal work must flee for at least 10 minutes before they can flee into or drag police into the Rebel Zone.
  3. Using Emotes or bugs for illegal activities or hiding from police is prohibited.
  4. If a suspect evades tire shots and police repair tires but the suspect doesn't return sufficient tires, police may ram and shoot the suspect off the vehicle without waiting for 4 flat tires — with unlimited officers and vehicles.
  5. If a suspect removes their shirt while doing illegal work:

Penalty: Fine 50K

[Officers may issue this fine immediately. If issues arise, notify Staff.]

  1. When illegal activities are officially suspended in the country, violators may be arrested immediately. If the suspect gets in a vehicle, police may chase, ram, shoot tires, or shoot the suspect off the vehicle without waiting for 4 flat tires. The case will carry X10 penalties.

  2. If police catch a suspect secretly repairing their vehicle, officers may shoot and arrest immediately. If the suspect is seen getting into or approaching a vehicle but hasn't fully entered, officers may shoot immediately.

  • If the suspect is already in the vehicle and about to flee, normal chase rules apply — officers must shoot all 4 tires before ramming and arresting.
  1. If a suspect drives to cover their remaining intact tires from police fire for 20 seconds, police may nudge/ram the vehicle to expose the remaining tires. (All parties must accept this in tire-covering situations.)
  2. Citizens must prepare their own repairs and fuel — you cannot request repairs at the scene. If requested, it's at the officer's discretion. If allowed, it can be exchanged for 1 tire.
  3. If police find a suspicious vehicle and discover illegal goods, police may confiscate immediately.
