Rules for Living in the City

New Player Rules

New players are prohibited from participating in any story/roleplay until their online time reaches 24 hours.

Penalty: At the discretion of the Staff Admin team

Living in the Country & What You Need to Know

  1. Players must show social courtesy to others they don't personally know, and must follow the country's rules and agency regulations.
  2. Players may roleplay special roles (e.g., playing as a child), but must not disturb or cause chaos to other citizens or agencies.
  3. Upon entering the country, players are considered to have understood all country and agency rules. Claiming ignorance of the rules is not an acceptable excuse for violations.

Note: Country rules are updated regularly. Please keep up with the latest rules.

  1. Crashes/cache issues/disconnects that are not caused by the server — Staff Admin will not compensate in any case.
  2. To report issues within the country, use the Report menu immediately. For bug reports or game system problems, or if the Report menu goes unanswered, open a Ticket.

Note: Players who open Tickets for fun will be fined 50K IC per person.

  1. Staff Admin decisions are final. However, decisions must be based on reason and evidence. If a player feels a decision lacks sufficient justification, they may dispute it immediately.

Evidence Requirements When Reporting Other Players

Video Evidence Requirements: Evidence submitted must be a video that is clear and shows the complete relevant event.

  1. Audio in Video: Videos must include in-game audio (system sounds, gameplay audio) and voice audio of players involved in the incident.
  2. Video Continuity: Videos must be continuous to prevent misunderstandings.
  3. Video Length: Videos must be long enough to show the entire event and serve as clear evidence for review.
  4. Submitting Evidence: Video evidence should be submitted through the country's Discord Ticket channel, specifying event details, time, and additional relevant information.

Image Evidence Requirements: Evidence submitted must be a clear image that fully conveys the event.

  1. Events Not Requiring Audio: Image evidence can only be used for cases that don't require in-game audio or player voice references.
  2. Event Images: Submitted images should not be continuous events, but must be clear and convey the reported situation.
  3. Submitting Images: Image evidence should be submitted through the country's Discord Ticket channel with event details, time, and additional information.
  4. Credibility: Images must be credible and unedited to ensure proper evaluation.

Note: If evidence or submitted information does not comply with the specified conditions, the team reserves the right to reject the case. Thank you for your understanding and cooperation.

Reporting Offenders / Submitting Evidence

  1. Evidence clips for reporting offenders must be unedited and uncut, including audio. Oral witness testimony is also accepted.
  2. Screenshots from F12 or PrintScreen can be used as evidence, but it is up to the Staff Admin team to determine if they carry enough weight.
  3. Reports or evidence must be submitted within 1 day of the incident.
  • Exception: Story-related reports can only be filed after the story concludes.
  1. Filing false/malicious reports without evidence or with insufficient evidence — the reporter will be held accountable. Penalties are at the Staff Admin team's discretion.
  2. If the reporter is also found to have committed violations during the Staff Admin team's investigation, they will also be penalized accordingly.
  3. Violations that can be logged by the system (e.g., random killings by griefers, vehicle ramming, or cheaters spawning items) do not require video/image evidence — report directly to Staff Admin.
  4. Stream VODs or clips from others' streams cannot be used as evidence, except for actions or statements harmful to the country (e.g., badmouthing the country, exploiting bugs, using cheats, encouraging players to leave, or defaming the country).
  5. Clips or streams used as evidence must be from your own perspective or your own side only. Using the opposing party's clips or streams is strictly prohibited.

Penalty: At the discretion of the Staff Admin team

Unpaid Fine Bills Rules

  1. If you have 4 outstanding bills, you cannot use communication devices such as phones or conduct financial transactions.

  2. If you have 7 outstanding bills, you cannot use hospital services or garage vehicle retrieval/storage services.

  3. If you have more than 7 outstanding bills, the country will declare bankruptcy against you and deny entry. (Temporarily kicked from the country)

Upon re-entry, players have 30 minutes to pay all outstanding bills before being temporarily kicked again. After payment, there is a 10-minute cooldown before normal life resumes.

Prohibited Twitter Posts

  1. Do not post any OOC content, such as OOC photos, etc.
  2. Posting obscene images or OOC intimidation photos, including blackmail that causes harm to others.

Penalty: At the discretion of the Staff Admin team

  1. Do not post bluffs, severely vulgar language, spread chaos, flood messages, argue or fight.
  • If warned by admin and continuing to post violations — immediate Yellow Card 🟨
  • If flooding the same message more than 3 times in a short period — immediate Yellow Card 🟨

Exception: During announced story events, bluff posts are allowed on Twitter as long as they are not message flooding or severely vulgar.

Penalty: 250K per post / continued posting 500K / maximum Yellow Card 🟨
