City Rules — Passion Community

Staff may issue cards/penalties for any rule if deemed appropriate — based on frequency, severity, and staff discretion.

Rules for Buying/Selling In-Game Items with Real Money

To maintain order within the server community, the team has established the following rules regarding the purchase/sale of items, property, or in-game currency using real money:

1. Prohibition in Server Public Spaces

  • No advertising real-money trades in covered areas: Players are strictly prohibited from posting buy/sell offers or typing messages that imply real-money transactions in any public server space.
  • Covered areas include: In-game chat channels, in-game public announcement systems (e.g., in-game Twitter/phone announcements), and the main country Discord.

Penalty: At the discretion of the Staff Admin team

2. Policy for Out-of-Platform Trading

  • The team is not involved in external transactions: Posting buy/sell offers through external platforms unrelated to the server (e.g., general Facebook groups, other Discords, or private chats) is at the player's discretion.
  • Players assume all risk themselves: In cases of fraud, scamming, or being cheated during real-money transactions outside the platform, the team will not intervene, will not accept reports, and will not be responsible for any damages in any case.

Note: This rule exists to prevent chaos and fraud within server public spaces. Always verify the credibility of the other party if you decide to trade real money outside the game.

Anti-Fraud Rules within the Server (Scamming Money / Items / Vehicles)

  1. Fraud is strictly prohibited: Players are not allowed to deceive, scam, or "twist" (defraud) other players' in-game assets in any case — whether in-game money (IC Money), items, or vehicles.
  2. Covers all breach of agreements: Including in-game trade/exchange agreements that are not honored, tricking someone into transferring money or items then disappearing, or borrowing assets with intent to keep them.

Player Protection via Out-of-Platform Media

Passion Community does not support or allow any player to take in-country (IC) events outside the server or harass another person's real life (not the fictional character), especially in ways that may impact the image of the country or service users.

Penalty: Ranges from warning / fine / card or both — at staff discretion.

[ Examples of Violations ]

  • Posting/commenting about events using OOC information of roleplaying players — e.g., real name, workplace, etc.
  • Private messaging a person's roleplay page or platform (Facebook/TikTok/IG roleplay profiles) with harassing, threatening, insulting, or mocking content toward the user or their real life
  • Private messaging a person's real-life pages or platforms with harassing, threatening, insulting, or mocking content
  • Posting negative comments about in-country issues on public spaces such as Discord chat rooms, personal Facebook, TikTok, etc.

Fictional Role Accusations

If allegations are made through any channel using ugly or socially unacceptable content — not just normal back-and-forth banter — such as: racial/ethnic discrimination, sexual harassment, harassment using ugly or intolerable language, threatening to meet or fight in real life

[ Staff may consider this a violation at their discretion. ]

Close Personal Relationships

If the parties involved are family members / friends / acquaintances who knew each other in real life prior, staff will not be responsible. However, if there is a legal dispute, Passion Community is willing to provide all information as required by the court or attorneys.

Distinguishing Real-Life Profiles

  • Must not have more roleplay character photos than half of real-life photos
  • Profile name must not be the character's roleplay name
  • Must have a birth date matching ID card database
  • Must have friends or interactions with real-life (non-virtual) content and people

Penalties for Offenders

Penalties

  • Fine 💰 200,000 IC
  • Yellow Card 🟨 — For private messages with harassing/threatening/insulting/mocking content (no real-life information)
  • Orange Card 🟧 — For using ugly or socially unacceptable content (no real-life information)
  • Red Card 🟥 — For using real-life information or messaging real-life platforms of the user
  • Maximum 🚫 — Permanent ban from the server and possible legal action

Stream Sniping

Stream sniping here means when opposing parties go watch a stream during any ongoing story/RP, whether or not they use any information in IC.

Notes

  • Only the channel owner can report stream sniping.
  • If it's within your own guild, it will be classified as MG or PG or both.
  • If a person not involved in the story passes on information to either side, this also counts as stream sniping.

Penalty: Red Card 🟥

Multi ID

Each user can only have and play one character. Violations include:

  1. If you have multiple characters/IDs, all except the main ID will be deleted and banned (character reset + ID ban).
  2. If you have more than 3 characters, your access will be permanently suspended for intentionally exploiting loopholes for personal/group benefit.
  3. If detected playing someone else's character — for example: If Player A gives their login credentials to Player B during a story and gets caught (or reported with evidence), Player A's character will be reset. If Player B also has a character in the city, they will receive the same punishment.

Exemptions for Multi ID / MG

  1. If players live in the same household and no story is occurring, others may temporarily assume a role — but must not cause harm to any party.
  2. If partners/housemates' voices are heard during a story, this will be classified as MG. Players living together must accept this risk and avoid taking advantage of other players.

In Character - IC

Conversations or actions performed in the character's role, unrelated to the player's real life. All speech and actions are those of the in-game character only.

Out Of Character - OOC

Anything outside your character's role — essentially, your real self or game system matters. You cannot combine OOC with IC, from real-life emotions (e.g., hating someone IRL and killing them in-game) to information that benefits you. Players should minimize OOC interactions.

  • Exception: When staff/admin/president inquires about out-of-game matters.
  • If OOC discussion is necessary, ask other players' permission first and try to talk privately.

Retaliatory Rule-Breaking

If someone breaks a rule against another player, and the victim retaliates by also breaking rules, both parties will receive reduced penalties.

Example:

  • Player A toxically insults Player B
  • Player B toxically insults Player A back
  • Both players will receive reduced penalties at Staff Admin discretion

Character Name

  1. Players must name their character realistically and consistent with their role.
  • Example: If your character is named Carter Williams, an African American, you must also be dark-skinned.
  1. Players cannot use names of famous people.
  • Example: Vin Diesel, Prayut Chan-o-cha
  • You may use similar-sounding names.
  1. Players cannot use derogatory, discriminatory, or disruptive names.

Character Customization

  1. Regular players are not allowed to dress like agency officers. Prohibited items include:
  • Agency emblems
  • Agency hats
  • Police belts
  • Any clothing with "Police" on it
  1. Do not appear as a bald character with a white shirt (essentially undressed).

PowerGaming [ PG ]

Actions beyond what a normal human can do, or actions against reality. PG violations damage other players' roleplay and storylines. Examples:

  • Talking or remembering events while unconscious
  • Not valuing life or fearing death (e.g., fighting armed opponents barehanded during a robbery)
  • Roleplaying with unrealistic powers
  • Falling from a height while fleeing police and continuing without consequences
  • Any action beyond human capability

MetaGaming [ MG ]

Using OOC information in IC for personal benefit, or mixing external information with your character without a storyline. Examples:

  • Using external communication programs (TeamSpeak, Discord) for in-game advantage
  • Stream sniping — watching someone's livestream during a story
  • Using information from chat channels in your roleplay
  • Not separating real life from in-game, or mixing real-life matters with your character

Deathmatch

Killing or harming another player without roleplay justification, with sub-rules as follows:

  1. RevengeKill: Players cannot seek revenge based on New Life Rule — if you die or go unconscious, you must forget the previous 15 minutes. However, you may seek revenge if someone who witnessed the event tells you IC after you revive.

  2. Mercy Killing: Killing yourself or causing self-harm to gain benefits afterward (e.g., refilling health).

  3. Random Killing: Killing someone with no story, no prior relationship or conflict.

  4. Spawn Kill: Continuously killing others / spawn camping.

  • After entering the country or leaving jail, players must wait 10 seconds after feet touch the ground before fighting (unless the player is holding a weapon upon landing).

Penalty

Minimum: Fine 500K | Maximum: Yellow Card 🟨 [Staff Admin decisions are final]

New Life Rule [ NLR ]

Whether revived by a medic or spawned at the hospital, players must forget the previous 15 minutes. You may remember if someone tells you what happened.

Offensive Roleplay

Players are not allowed to roleplay repulsive roles. Examples: cannibalism, sexual assault, psychopathic behavior, or roles that deviate from acceptable social norms — to avoid MG issues.

Disconnect Out [ DO ]

Leaving roleplay (exiting the game) to avoid consequences or escape an ongoing story.

  • Exception: Game crashes (e.g., power outage, internet disconnection). In such cases, notify admin immediately.

Penalty

Yellow Card in all cases 🟨 [Staff Admin decisions are final]

Breaking Roleplay [ BK ]

Actions that ruin the atmosphere for surrounding players or impact others' roleplay, making it impossible for them to continue. Good roleplay means thinking of others more than yourself. This rule depends on each player's common sense.

Penalty: At Staff Admin discretion [decisions are final]

Toxic Player: Using speech or actions that cause discomfort or harm to others — e.g., discriminatory language, insults, vulgar language, insulting parents/family.

Penalty: At Staff Admin discretion [decisions are final]

Combat Storing: Storing valuables, dirty money, illegal items, or vehicles during an active roleplay to prevent the other party from benefiting. Examples:

  • Transferring items between each other while being robbed or searched by police
  • Storing a vehicle in a garage in front of police while fleeing, to prevent searches or theft

Minimum: Yellow Card 🟨 | Maximum: Orange Card 🟧 [Staff Admin decisions are final]

Drive By [ DB ]

Intentionally driving a vehicle into another player to knock them unconscious or cause serious injury for personal benefit, whether intentional or not. This is absolutely prohibited during active roleplay/story.

DB Judgment Criteria

  • Did the collision cause unconsciousness?
  • Was there intent to hit repeatedly (e.g., reversing to hit again)?
  • Overall, did the victim lose benefits?

All three criteria must be met to classify as DB.

Penalty

NO - KOS ( Kill on Sight )

Do not stab, kill, or harm anyone without prior conversation, explanation of the situation, or communicating the motive for the action.

ID Card Database

[ Prohibitions ]

  • Do not use another person's photo without permission (OC photos are allowed)
  • Do not use obscene or inappropriate images
  • Do not pressure anyone into showing their ID card if they refuse
  • Stop immediately if someone declines to show their ID card
