📜 Complaint Rules and Procedures
1. If a citizen files a complaint without filling out the pinned complaint form, and an officer accepts the case or replies to it, the officer's action will be considered a violation of police procedure.
2. Photos taken using F12 can be used as evidence.
- Exception: Screenshots taken while the character is unconscious (knocked out) cannot be used.
- This also applies to the character's facing direction or line of sight. For example, if an incident occurs behind the character, a screenshot cannot be used, based on realistic logic.
3. Video evidence must be at least 30 seconds long and must contain clear in-game voice audio.
- The video clip must cover the period before and during the incident so that the overall situation can be assessed (at the staff's discretion).
- You can submit your friend's evidence, but you cannot submit streams or highlights belonging to the opposing party.
- If the video is less than 30 seconds long or has no audio, the police will not accept the case under any circumstances.
4. All complaint contacts must be made directly in front of the Police Station.
- If additional evidence needs to be shown, it is permissible to move to the Police Discord to present it, but this requires permission from the officer handling the case.
5. Sentencing and Penalties
- If the complainant has clear evidence proving beyond a doubt that the police officer has committed an offense, the police station can determine the penalty immediately without waiting to enter the complaint room.
- This is subject to the decision and discretion of the handling officer, case by case.
6. Bringing Individuals into the Complaint Room The following people are allowed in the complaint room:
- The Accused Officer's Party
- The individuals involved in the original incident or case owners (1-2 people if they rode in the same vehicle).
- Witnesses, if necessary, and only with the permission of the case handler (1-2 people if they rode in the same vehicle).
- Lawyer (must be appointed before the hearing starts; once the hearing begins, lawyers cannot be appointed).
- The Complainant's Party
- The individuals involved in the original incident or complainants (1-2 people if they rode in the same vehicle).
- Witnesses, if necessary, and only with the permission of the case handler (1-2 people if they rode in the same vehicle).
- Lawyer (must be appointed before the hearing starts; once the hearing begins, lawyers cannot be appointed).
Caution
The right to enter the complaint room is reserved strictly for those directly involved. It is strictly prohibited for uninvolved individuals to enter. There are no exceptions for family, gang members, or relatives.
7. Communication in the Complaint Room Everyone in the complaint room must use polite language and respect each other. If impolite language, sarcasm, or intentional provocation is used, the following actions will be taken:
- 1st Offense ➤ A warning will be issued. (The intention will be considered; if deliberate, penalties may be applied without a warning based on the handler's discretion).
- 2nd Offense ➤ A fine (for suspects) / Disciplinary penalty (for officers).
- 3rd Offense ➤ Postponement of the hearing (1st postponement = 1-day cooldown, 2nd postponement = 3-day cooldown, 3rd postponement = the case is dismissed).
Police Station's Intent
The purpose of the complaint room is to discuss the incident and determine appropriate penalties for the officer's misconduct. Therefore, everyone entering the room must be able to control their emotions and should study the rules thoroughly beforehand.
8. Case Decisions The officer assigned to the case has the highest authority in making decisions regarding their case. If a mistake is made and a complaint is filed, the case officer must take full responsibility in all instances (except for Police Cadets).
9. Hearing Considerations The case handler will base their considerations primarily on police regulations or at their own discretion.
10. Issuing Disciplinary Penalties to Officers The case handler will determine penalties based on the police station's disciplinary criteria. Penalties cannot be dictated by the complainant's demands. This is entirely at the handler's appropriate discretion.
11. Mediation The complainant and the accused officer can mediate the situation themselves, and the case handler can dismiss the case. However, the mediation must take place in front of the handler so they are aware of the mutual agreement.
- Mediation agreements are not part of police regulations and the police station will not use them as a standard for deciding future cases.
12. The decisions made by the Deputy Chief of Police, the Chief of Police, and Admins are final, respectively.
