Police Duty Procedures
Critical Rules and Severe Behavior
1. The agency cannot engage in illegal work, sell drugs, rob cement, or rob electrical wires. If caught, prosecution will be X2 the normal rate.
- Can buy from citizens.
2. Any police officer who wrongfully neglects their duties or intentionally ignores their responsibilities will be placed on probation and penalized according to the rules.
- Faces disciplinary penalties, and if repeated, the case is sent to the Police Chief for dismissal from the police force.
3. All officers on duty at that time must join the police radio communication at all times and must never communicate outside the game.
4. In case a suspect is shot down with a Tracer or Pump shotgun, players are forbidden from using any bugs or Emotes to stand back up and continue running.
- Including cases where a suspect is handcuffed/arm-locked, sliding (Shift+H) to continue running is forbidden.
5. During illegal work, suspects must park their vehicle no more than 2 car lengths away (The police's visual judgment is final).
- If it exceeds this, police can arrest immediately.
Investigation, Arrest, and Weapon Usage Rules
6. All police officers are only allowed to carry batons, flashlights, tasers, and personal weapons.
- Shotguns will only be used in severe incidents, such as assaulting officers, raiding the Rebel base, etc.
- In case of a curfew zone declaration or severe incidents like attacking police, officers can use all personal weapons, including agency weapons.
7. In case a suspect flees into the Rebel base, the police will immediately switch to lethal force (shoot to kill).
- Police can use all types of weapons, both agency and personal.
8. In case a suspect is being chased and their vehicle breaks down or has a flat tire, and they drive into a mechanic shop to repair it, the police can shoot to arrest immediately.
- Exception: If they have escaped the police's line of sight, they can enter the mechanic shop to repair their vehicle.
9. Police must turn on their sirens immediately upon accepting a case.
- If police encounter an offender right in front of them or drive past one, they can turn on the siren and start the chase immediately.
10. If police receive an incident report such as robbing cement, wires, selling drugs, heists, or other illegal events (Except selling drugs and rejecting), police must turn on sirens every time they enter the area. If there is no case, turning on sirens playfully is strictly forbidden.
- If police are patrolling an area or have no case, they do not need to turn on sirens.
11. In case of drug selling with a Reject, police do not need to turn on sirens while entering the area, EXCEPT when encountering the suspect, where sirens must be turned on immediately to initiate an arrest.
- In case of finding a suspect with locked/frozen legs, they must wait until the suspect gets into a vehicle to escape before initiating a chase. They cannot arrest while legs are locked, except for crimes committed in plain sight.
Search and Charge Notification
12. If a police officer wishes to search someone or check their ID, they must ask the citizen for permission first and provide a preliminary reason.
- In cases where there is a reasonable suspicion (such as wearing concealing clothing or acting suspiciously), they can search immediately (Informing them before searching).
13. In case of finding suspects in high-risk zones or illegal areas, they can be handcuffed and searched immediately without permission.
- (But there must be verbal communication beforehand, not just grabbing and searching without saying anything).
14. If police see someone acting suspiciously near the police station, they can request to search their person or vehicle.
15. In case of an incident reported to the police, such as a robbery, cement/wire theft, citizens in the area must cooperate, whether it's consenting to a search or answering questions about the suspect (e.g., what they were wearing, what car they drove).
16. Once police have arrested a suspect, before sending them to jail, they must state all charges every time and explain the details of each bill, including the fine amount and jail time.
- Sentences can be reduced at the officer's discretion (Only jail time can be reduced, not the fine amount).
17. When a suspect is arrested and asks why, the police must clearly state what charges they are arrested for and what the penalty is.
18. In case of issuing a summons for a suspect, if they do not present themselves within the specified time, it will immediately change to an arrest warrant.
- During the warrant or summons period, they cannot leave the country until the warrant expires. If there is an urgent need, they must inform before leaving the country.
19. In case a suspect has an arrest warrant, they must report in on Twitter every 1 hour until the warrant expires.
- When reporting, they must state which round it is, for example: "Roger reporting in for round 1."
20. In case the warrant is about to expire but the police find the suspect first, they can arrest immediately because the warrant is still active.
21. In case the warrant time has expired but the police haven't announced the cancellation, citizens should protest immediately for their own benefit.
22. Using screenshots from F12 can be used as evidence, except when unconscious, which cannot be used.
- This includes the direction of the line of sight. For example, if the incident happened behind you but you took a picture, it cannot be used. It will be based on realism.
Duty Regulations and Dress Code
23. When on duty, all police officers must wear the uniform specified by the Police Chief and only use agency vehicles.
- If citizens see police wearing civilian clothes or driving regular non-agency vehicles while on duty, they can file a complaint in Discord.
24. Police must be on duty for a minimum of 3 hours per day.
25. Before police clock out and close the station, or before a server restart, all officers must clock out first.
26. If a police officer refuses to clock out, then logs out and back into the country causing a time bug or missing welfare items, there will be no compensation in any case (Except game crashes).
27. Promotions: From Police Cadet to Sergeant requires 5,000 minutes; Sergeant to Sergeant Major requires 15,000 minutes.
Curfew Zone Declaration
There are two codes for notification:
Yellow Code 🟨: Used in situations where it is found or reported that many people are gathering or assembling, and a fight is likely to break out. In this case, send officers to investigate and declare a curfew zone if it is confirmed that a gathering is actually occurring. Then turn on sirens and clear the area to disperse the crowd.
- For Yellow Code, officers should first attempt to negotiate to disperse the crowd.
Red Code 🟥: Used in severe situations such as robberies, kidnappings, hostage situations, large-scale brawls, and violence against government agencies. In this case, police officers must use lethal force (shoot to kill) ONLY against those inside the curfew zone.
- For Red Code, police can use lethal force immediately.
Additional Conditions:
- After a curfew has been declared, if a citizen trespasses and gets harmed or injured, the agency will take no responsibility whatsoever, as a clear announcement was made.
- After a curfew has been declared, if a fight breaks out within the area and someone is arrested by the police, they will be prosecuted by law without exceptions.
- Police may choose not to declare a curfew zone (capture alive), but they will not be able to use shotguns or revolvers.
Exception: For body bag cases, police MUST declare a curfew zone if there are more than 10 people assisting.
Police Disciplinary Penalties
When a police officer commits an offense, whether from a complaint, confession, or overwhelming evidence, they will face the following penalties:
- Level 1 Disciplinary Penalty: Fine 100,000$ and 60 minutes jail time.
- Level 2 Disciplinary Penalty: Fine 150,000$ and 120 minutes jail time.
- Level 3 Disciplinary Penalty: Demotion.
- Level 4 Disciplinary Penalty: Yellow Card 🟨
- Level 5 Disciplinary Penalty: Dismissal from the agency.
- Severe Disciplinary Penalty (Corrupt Police): Penalties at this level range from Character Reset to Whitelist Removal.
Police Vehicles for Undercover/Gray Cases
- R1 Maximum of 1 vehicle deployed.
- C7 Maximum of 2 vehicles deployed (High rank not required to drive).
Suspect Rescue and Chase Rules
Critical Rules and Severe Behavior
28. Do not use Emotes and bugs during illegal work or hiding from the police.
29. When there is an announcement suspending illegal work in the country, if violated, officers can arrest immediately. If the suspect gets into a car, the police can immediately ram, shoot tires, or shoot them out of the car without waiting for all 4 tires, and they will be prosecuted X10 the original case.
30. Absolutely do not crash into civilian vehicles. In this case, civilians get a Take 2. But if it's an 'over control' crash, it will depend on the police's visual judgment and discretion.
- If fleeing up a mountain and a crash occurs, it is immediately considered 'over control'. Exception: If the police intentionally crash, then a Take 2 is given.
31. If a suspect is found doing illegal work with their shirt off, they will be fined 50K by the Staff Admin team.
General Conditions and Requirements
32. For rescue cases, there must be 10 police and 0 medics to be able to rescue a suspect and help them escape, including ramming police cars to help.
Additional
In the event of witnessing an offense, police should notify the Admin immediately, specifying:
- Characteristics of the offender
- Or attach retroactive dashcam clips/images to be used as evidence for consideration.
Penalty: Fine 200K per person [All Staff Admin decisions are final]
33. For chasing 1 case, officers may use agency resources as follows:
- Maximum of 3 vehicles.
- Maximum of 6 police officers.
- Inside a single vehicle, there must be no more than 3 police officers.
(If it is a rescue case, this condition does not apply)
34. Citizens must come prepared, both with vehicle repairs and fuel. You cannot ask for a repair on the spot. If requested, it is at the police's discretion whether to grant it; if granted, it can be exchanged for 1 tire.
Rules and Duties of Officers
35. If someone comes to rescue a friend, and the person who rams the police car and the person who picks up the friend are the same person, if arrested, the rescuer will be charged with obstructing an officer's duty.
36. If officers arrive at the scene and find a suspect in the middle of doing illegal work like robbing cement, wires, or selling drugs, they will give time for them to get in the car and depart before starting to shoot.
- If police arrive and find a suspect doing illegal work, and within 2 car lengths around the suspect there is no car found, the police can arrest immediately.
37. If police officers have successfully shot out all 4 tires (no need to wait for the tires to completely grind down), they can immediately shoot the person out of the car or start ramming the car.
- Parking to block or waiting to chase a suspect must be at least 2 car lengths away.
- You can have fellow officers drive a Scout car to follow, but if they want to get out to help arrest, they must maintain a 2-car length distance before getting out to help.
38. Police officers are forbidden from shooting a fleeing robber while on a vehicle (Police officers must drive ahead to block or get out of the car and run after them to shoot).
39. Police officers must shoot the robber with a taser once before they can spear/tackle and arrest them.
40. While a chase is ongoing, if a suspect calls a friend to help ram, officers can ram back immediately. They can ram both the friend helping and the fleeing suspect, and the police will stop shooting tires immediately (Police can either shoot tires or ram).
- Police can use maximum measures to arrest the suspect immediately, such as calling an unlimited number of police friends for backup, shooting the person out of the car, or ramming the car.
- In this case, police can shoot the rescuing person out of the car, including the case owner.
- In case police are chasing a case and feel unsafe from a third party. For example, the suspect has a friend help but not ram the police, just follow or block the police to make them crash; the police can shoot tires to eliminate the risk.
- If the suspect switches cars or has a friend pick them up, police can shoot the suspect inside the car immediately.
41. If a fleeing suspect clearly flips their car themselves, they can be allowed to flip it back (At the discretion of that officer).
- If the suspect flips the car themselves and asks to continue playing, the police can shoot 1 tire immediately, but the suspect cannot ask for a repair.
- If the car flips and cannot be flipped back, they can get out and press Shift+E, but must give the police 1 tire. If they refuse to give the tire, police can notify the team immediately.
- If the car is stuck and cannot get out, police can use a shotgun to shoot them out of the car immediately.
42. In case the suspect's car flips, police will shoot 1 tire and let the suspect continue fleeing. Exception: In severe cases, such as a friend coming to help (whether blocking or intentionally crashing), hitting police, physically assaulting agency members, etc.
- In severe cases, if the suspect's car flips, police can shoot all tires.
43. Counting down 3 minutes after losing sight of the robber will mean the case is dropped (But if found within these 3 minutes, they can be chased and requested to be searched immediately).
- If a suspect's car is found still having an active case, police can shoot 1 tire immediately and inform them that the car still has an active case.
44. If a robber uses a vehicle to block a pathway, police officers can walk up and arrest them, drive that car away or impound it, and proceed with prosecution.
45. For crimes committed in plain sight, police can arrest and prosecute immediately, depending on that officer's discretion whether to let them flee or not.
46. In water chase cases, when citizens flee into the water, police officers can carry them in the water immediately.
47. In case a suspect flees into the Rebel base and fights the police, if the police win, they can only arrest and prosecute the original suspect who dragged the case from outside the Rebel base; others inside the Rebel base or assisting will not be prosecuted.
48. In case a suspect does illegal work and is chased by police, they must flee for a full 10 minutes before they can flee into or drag the police into the Rebel base.
49. In case of tire scamming: the police repair it but the suspect doesn't return the full tires, the police can ram the car and shoot them out immediately, without needing to wait for 4 blown tires, and with no limit on the number of police and police cars.
50. In case a suspect sneaks out to repair a car and the police see them, the police can shoot and arrest immediately, or if the police see the suspect getting into the car (but their body is not yet inside), they can shoot the suspect immediately.
- If the suspect's body is already in the car and they are about to drive away, it will be considered a normal chase story. Police will shoot tires until 4 are blown as usual, then begin ramming and arresting the suspect.
51. In case of driving to hide the tires from the police so the police cannot shoot tires for 20 seconds, the police can gently bump the car to reveal the remaining tires (Everyone must accept this in case of hiding unbroken tires).
52. In case police find a suspicious car and discover illegal work items, police can confiscate them immediately.
