Police Duties
Searches
1. If police request a body search or ID check, they "must ask the citizen for permission first" along with a basic reason. If there is reasonable suspicion, such as suspicious clothing covering the face or suspicious behavior, they can search immediately (inform before searching).
2. If a suspect is found in a risky area or illegal zone (flagrant offense), they can be handcuffed and searched immediately without permission. (However, there must be verbal communication first, not just grabbing and searching silently).
3. In the event of a report sent to police, such as drug selling, cement, or wire stealing, citizens in that area must cooperate, whether it is a search request or questioning about the suspect's description (e.g., what they wore, what they drove).
Pursuits and Arrests
4. For a pursuit of 1 case, officers can use department resources as follows (if it is a rescue case, this condition does not apply):
- Maximum of 3 vehicles, maximum of 6 police officers. A single vehicle must not contain more than 3 officers.
5. For pursuing a store robbery vehicle: Maximum of 1 vehicle, maximum of 2 officers. Officers can take turns.
6. If officers arrive at the scene and find a suspect in the middle of doing illegal work like stealing cement, wires, or selling drugs, they will give time for them to get in the car and depart before starting to shoot (10 seconds). If police arrive and find a suspect doing illegal work and within the vicinity no car is found, police can arrest immediately and impose a fine for illegal work.
7. If police officers have successfully shot out all 4 tires (no need to wait until the rims are completely ground), officers can immediately shoot the person out of the car or start bumping. (If the suspect is shot off the car and falls unconscious, the suspect must accept the risk of being unconscious by themselves).
8. Parking to ambush or pursuing a suspect must be at least 2 vehicle lengths away (lengthwise). Other police officers can follow to Scout, but if they want to get out and help arrest, they must keep a 2-vehicle distance before they can do so. Prohibited to block the suspect's running line.
9. Police officers are prohibited from shooting a suspect who is running away while the officer is inside a vehicle (Police officers must drive ahead to intercept or get out of the car and run after them to shoot).
10. Police officers must use a Taser to shoot the suspect 1 time before they can handcuff and arrest them.
- If there is a complaint:
Penalty : Fine - Disciplinary Action
11. Strictly prohibited to crash into civilian vehicles. In this case, citizens can Take 2. However, if it's an Over Control crash, this depends on visual perspective and the police's discretion. If fleeing up a mountain and a crash occurs, it is immediately considered Over Control.
12. During a pursuit, if the suspect calls friends to assist/bump, officers can immediately bump back and can bump both the assisting friends and the fleeing suspect. Police will immediately stop shooting tires (Police can choose to shoot tires or bump, at their discretion):
- Police can use maximum measures to arrest the suspect, such as calling an unlimited number of backup officers, shooting them out of the car, or bumping the car immediately.
- In this case, police can shoot the helpers out of their vehicles, including the primary suspect.
- If police feel unsafe from a third party during a pursuit (e.g., the suspect has a friend help but they don't crash into the police, just tail or block for the police to crash), police can shoot tires to eliminate the risk.
- If the suspect changes vehicles or has a friend pick them up, police can immediately shoot the suspect while in the vehicle.
13. If a fleeing suspect visibly flips their car by themselves, they can flip the car back (at the officer's discretion):
- If the suspect flips their own car and wants to continue playing, police can shoot 1 tire immediately, but the suspect cannot ask for repairs.
- If the car flips and cannot be righted, they can get out and Shift+E, but must give police 1 tire. If they cheat the tire, notify Admin immediately.
- If the car is stuck, police can use a shotgun to shoot them out of the car immediately.
14. A 3-minute countdown begins after losing sight of the suspect, after which they will be considered clear of the case (If found within these 3 minutes, it is split into 2 cases):
- If found at the next illegal job spot, the pursuit continues and 1 tire can be popped immediately.
- If found while standing and storing items, they can be shot and arrested immediately.
15. If the suspect uses a vehicle to block an entrance/stairs, police officers can walk up to drive that car away or impound it and proceed with the case.
16. For flagrant offenses, police can arrest and prosecute immediately, depending on that officer's discretion whether to let them flee or not.
17. If a suspect flees into the water, police officers can carry them in the water. (If the suspect falls unconscious in the water while being carried, the suspect must accept the risk by themselves).
18. If the suspect's car flips over, police officers can shoot 1 tire and let the suspect continue fleeing. Except for serious cases like friends coming to help (blocking or intentionally crashing), assaulting agencies, or fleeing into the Rebel zone. Police officers can pop all tires if it flips.
19. If a suspect flees into the Rebel zone and attacks police, if the police win, they can only prosecute the original suspect brought in from outside the Rebel zone. Others in the Rebel zone or those helping will not be prosecuted at all.
20. If a suspect is doing an illegal job and chased by police, they must flee for a full 10 minutes before they can flee into or drag police into the Rebel zone.
21. Strictly prohibited to use Emotes and Bugs during illegal jobs or any form of hiding from the police.
22. If a tire is cheated, the police repair it but the suspect doesn't return the full tires, police can bump the car and shoot them out immediately without waiting for 4 tires to be popped (no limit on the number of police and police cars).
23. If a suspect is found shirtless doing an illegal job (police officers can fine them immediately. If there are issues during the process, inform Admin-Staff).
24. When a server-wide suspension on illegal jobs is announced, if violated, police officers can arrest immediately, or if the suspect gets into a car in time, police can bump, shoot tires, or shoot them out of the car without waiting for 4 tires, and they will be prosecuted X10 from the original charge.
25. If a suspect sneaks out to repair the car and police see it, police can shoot and arrest immediately, or if they see the suspect getting into the car (but not fully inside yet), they can shoot the suspect and handcuff them immediately. If the suspect is already inside and driving away, it is treated as a normal pursuit. Police will pop tires until all 4 are gone as usual before bumping and arresting.
26. If driving and hiding police tires so police cannot shoot them for 20 seconds, police can lightly tap the car to reveal the remaining tires (the suspect must accept the risk of blocking unbroken tires).
27. Citizens must prepare themselves; repairs and gas cannot be requested on-site. If requested, it is up to the police's discretion whether to allow it; if on-site repairs are allowed, police can request 1 tire in exchange.
28. In Rejected drug selling cases, if the suspect is seen locked stiff, police must wait until the suspect gets into a car to flee before starting the pursuit. Cannot arrest while they are locked stiff except for flagrant offenses.
29. If a suspect flees into the Rebel zone, the police will switch to "Shoot to kill immediately."
30. For all cases inside the Rebel zone while agency numbers are incomplete, "Handcuffs can be used immediately."
Penalty : Fine - Disciplinary Action
31. If a suspect is being chased, their car breaks down or tires pop, and they flee to a mechanic shop to repair, police can shoot and arrest immediately. Except if they have escaped the police's sight (3 minutes), then they can repair at the shop.
32. For illegal jobs, suspects must park no more than 2 vehicle lengths away from the job spot (Police visual judgment is final). If it exceeds this, police can arrest immediately.
33. If a suspect is out of sight but still has an active case (3 minutes), officers can turn off the siren to patrol and continue searching. No need to keep sirens on (Only turn on sirens when there is active chase/incident).
34. If there is an intention to bump police, or ambush to crash police into the water/off a building during a pursuit, police can bump or shoot them out immediately without waiting for 4 tires, and they will face charges for obstructing an officer's duty.
Prosecution After Arrest
35. When police arrest a suspect, before sending them to jail, they must announce all charges every time, and detail each fine bill along with jail time (No reduction in jail time).
36. If a suspect questions the charges they were arrested for, police must clearly explain what charges they were arrested for and what the penalties are.
37. If an officer arrests a suspect or completes a case, they must always impound the suspect's vehicle. If a police officer fails to impound it and the suspect's car is stolen or lockpicked, the handling officer must take full responsibility. Except if the suspect locked the car.

Bibliography
This terminology section is provided to define police rules clearly and maintain a unified direction (will be updated continuously based on cases encountered).
| Word | Explanation | Note |
|---|---|---|
| Over Control | Refers to driving in a situation where the vehicle cannot be controlled or is too difficult to control, causing accidental negative impact on the other party, such as: - Vehicles leaping following each other and landing in the same spot, resulting in a crash at the landing spot or mid-air. - A vehicle being shot in the tires and swerving into another car or wall. - Sudden braking making it impossible for the tailing car to brake in time. - Driving in an area that reduces control capability, such as on a mountain, or when the driver is shot by a Taser. | If a crash into the suspect's vehicle stems from an officer's mistake, the suspect can demand car repairs. An officer's vehicle leaping when not tailing the suspect, causing damage to property or life, is not considered Over Control. |
| Discretion | The judgment of what is appropriate, fair consideration, or the power to decide the most appropriate course of action under the legal framework or specified rules, such as: - In some cases, rulings may not be identical, depending on the discretion of that officer, but must remain within the legal framework or specified rules. - Leniency, penalty reduction, or flexibility from the officer depends on that officer. | If you disagree with the ruling, you can report the officer according to the procedures. |
| Cut off | Shooting the suspect out of the vehicle. | - |
| On foot | Walking/running. Used to describe situations when getting out of a car and running away, or being shot out of a car and continuing to run. | - |
| Flagrant Offense | Committing a crime in front of an officer, or when an officer has entered the area but the crime is still repeatedly committed, such as: - Giving illegal items in front of officers. - Doing illegal work on a building or hard-to-reach area, making police cars invisible, but hearing the siren or seeing siren lights, indicating that officers have entered the area, but still choosing to continue committing the offense. | If the siren is not seen or heard, video evidence is required; otherwise, officers will classify it as a flagrant offense immediately. |
| Shift + E | Shortcut for moving or nudging a car without driving it. | If used in illegal work storylines, officers must be notified in all cases. Failure to do so is a violation of national and police rules. |
| Shift + H | Shortcut for sliding. | If used while being handcuffed, it is a violation of national and police rules. |
| Police Perspective is Final | In situations where officer evidence and complainant evidence are from the same incident but the images do not match or are closely contested in time, the ruling will be based on the police officers' evidence, such as: - Cooldown before starting to shoot tires. - Car collisions during chases. | - |
| Case by Case | Decisions made by analyzing details of each incident separately, not applying the same rules to everything, considering the appropriateness and necessity of that situation. | - |
| Department Vehicles | The number of police cars tailing the suspect. | - |
