The decisions of the High Agent and Staff Admin team are final.
Strict Rules and Severe Regulations
- Storylines must be played strictly under the High Agent's rules. Initiating any storyline not under the supervision of the High Agent is strictly prohibited.

- When the High Agent declares a Guild War, the guild must not receive assistance from outsiders under any circumstances.

- If an unscheduled conflict occurs outside the High Agent's supervision (engaging without notifying the High Agent), and the High Agent summons the parties, they must immediately stop and report to the High Agent.

- If a guild is summoned to the High Agent's office, they must arrive within 15 minutes.

- If an incident escalates beyond control during a guild storyline, the High Agent has the authority to order an immediate termination.
Opening Storylines and Filing Reports
- The hours for receiving storyline requests are 18:15 - 23:45.
- Storylines can be purchased within 7 days of the incident. Beyond this period, the incident cannot be used to purchase a storyline (except at the discretion of the High Agent Chief).
- For storyline discussions, Overlays, F12 screenshots, and mobile photos can be submitted to the High Agent for ruling.
- Overlays must be at least 1 minute long, with clear in-game audio and complete audio of the reporting party.
- F12 screenshots must be full-screen and all in-game information must be clearly visible.
- Discussing, purchasing, and opening guild storylines must be done while wearing the guild uniform clearly.
- Incidents used to initiate a storyline must originate from the guild and occur only during the period when the player is active in that guild.
- In all incidents, both parties must know the origin of the dispute before any combat occurs.
- Once combat occurs, the opposing party can be brought to the High Agent immediately (but this must not violate Rule 6 of this section).
- The High Agent can act as a mediator to judge and reconcile in case negotiations fail (if the High Agent makes a decision, it must be accepted immediately).
- Once a storyline is officially registered with the High Agent, normal High Agent services can be accessed up to 1 hour before the storyline start time. After that, services will be suspended.
Storyline Formats and Negotiations
- The current standard storyline gameplay is Direct Fight as the primary format, with 2 available options:
- Direct Fight in the main dimension, and Direct Fight warped into a separate dimension (following the original country rules).
- Initially, the High Agent will prioritize Direct Fights in the main dimension. (The first to score 5 points wins. War spoils are $1,000,000 for Low-Tier guilds and $2,000,000 for High-Tier guilds).
- The country allows various storyline formats. Players can discuss additional formats with the High Agent, such as playing for a set number of days or until one side surrenders, which requires mutual consent from both parties.
- Betting stakes can be agreed upon, but 50% of the stakes must be paid to the High Agent immediately at the time of the guild storyline negotiation.
- For every fight-count storyline, the High Agent will always announce the location and time.
- Fights must have at least 70% of the guild members present.
- Note: Failing to meet the 70% member requirement in combat will result in a point penalty. If this happens for more than two fights, the guild will be disqualified and lose.
- Other guilds are prohibited from provoking or purchasing storylines against a guild that is currently in an active storyline, counting from the High Agent's announcement (if the guild in the storyline is not wearing its uniform, this rule does not apply).

- Warp activities are allowed until the High Agent announces the start of the storyline combat.

- If a guild or citizen is not ready to play, they must absolutely not retaliate verbally or through inappropriate behavior.

- Storylines can be purchased from various in-country activities. The victim (who must not violate Rule 7 of this section) can choose to report for a fine or discuss playing a storyline.
Combat Preparation
- Switching primary slots and reserve slots is prohibited after the High Agent announces the start of the storyline in the national magazine (Discord).

- Guilds in active storylines are strictly prohibited from bringing outsiders not listed in the guild roster (Primary Slots) to participate.

- After the High Agent announces the start of the storyline in the national magazine (Discord), the guild uniform must be worn at all times until the storyline ends.

- During guild wars, both sides must wear the guild uniform (suit or hood) clearly every time.

- Guilds must arrive at the fight location designated or agreed upon by the High Agent within 15 minutes.

- In Direct Fight storylines, do not stand too close to the opposing side (maintain a distance of 1 bus length) and clearly separate into your own side before the fight starts. Hiding is prohibited; you must show your presence clearly.

Rules Inside the Combat Circle
- During fight-count storylines, initiating combat before the High Agent announces the start of each round is prohibited.

- Guilds can only engage in combat after the High Agent announces the start.

- Driving into the combat circle after the High Agent has announced the start of combat is prohibited, and staying inside vehicles is strictly prohibited under any circumstances.

- Any action to obstruct or disrupt either side from entering the combat circle is strictly prohibited.

- If you are in a storyline and die, speaking is strictly prohibited unless the opposing side gives permission to speak.

- Carrying bodies onto vehicles or dumping bodies in water is strictly prohibited under any circumstances.

Post-Combat Rules and Scoring
- After the combat ends, the High Agent will announce the departure from the area. Both sides must leave the area immediately.

- Once all members of a guild are knocked out, it counts as 1 point for the opposing side. The High Agent will enter the area 1 minute after the last person from either side falls unconscious. After the High Agent enters the area, bluffing is strictly prohibited.

- Fight Cooldown is 15 minutes. If both sides agree, they can lift the Cooldown to continue the fight.
Regulations on Investigation and Penalty for the Use of Third-Party Programs (Anti-Cheat Protocol)
To ensure that in-city activities are conducted fairly and transparently, the HIGH AGENT and STAFF ADMIN have established guidelines for handling reports or suspicions regarding the use of third-party programs/cheat software (Cheat/CMD) as follows:
1. Operation Principle
- Maintaining Storyline Continuity: In the event of a report or suspicion of third-party program usage during combat (Active Fight), the High Agent will not halt the storyline or interrupt the combat immediately to preserve the immersion and flow of the situation.
- Investigation Timing: The investigation will be conducted only after the conflict has concluded, or during the cool-down period of the combat, to ensure a thorough investigation without disrupting the active gameplay flow.
2. Investigation Procedure
- Upon receiving a complaint, officials will gather initial evidence and information.
- During the cool-down period after the fight ends, the STAFF ADMIN will perform a device check (CMD/Files Check) in accordance with the STAFF ADMIN's standard procedures (subject strictly to the admin's discretion and justification, to prevent spam or false reports by players).
3. Penalty
